Building partnerships and pooling resources ensures both the preservation and the sustainable promotion of living traditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This lesson examines the role of NGOs, state agencies, and international cooperation in safeguarding ICH, with a special focus on examples from Bulgaria. We will also see how frameworks such as UNESCO\u2019s 2003 Convention and Bulgaria\u2019s\u00a0Innovation Strategy for Smart Specialisation (ISSS)\u00a0integrate ICH into broader cultural, economic, and development policies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. UNESCO and NGO Participation<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">UNESCO has recognized the central role of&nbsp;<strong>non-governmental organizations (NGOs)<\/strong>&nbsp;in safeguarding ICH. Through the&nbsp;<strong>2003 Convention<\/strong>, it has:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Established an&nbsp;<strong>Intergovernmental Committee<\/strong>&nbsp;and an&nbsp;<strong>Intangible Heritage Fund<\/strong>;<\/li>\n\n\n\n<li>Called for&nbsp;<strong>national reporting mechanisms<\/strong>;<\/li>\n\n\n\n<li>Accredited over&nbsp;<strong>170 NGOs worldwide<\/strong>&nbsp;(since 2010), encouraging their advisory role and direct engagement with communities.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">NGOs are often closest to heritage bearers and can provide valuable expertise in\u00a0identification, documentation, and awareness-raising. They are also encouraged to apply for UNESCO accreditation, especially NGOs from developing countries.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. National and Regional Coordination<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">States Parties to the Convention are urged to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Establish&nbsp;<strong>coordination mechanisms<\/strong>&nbsp;to involve communities, groups, and experts in inventories, nomination files, and project development;<\/li>\n\n\n\n<li>Develop&nbsp;<strong>stakeholder directories<\/strong>&nbsp;(scientists, artisans, artists, research centers) to serve as resources for cultural safeguarding (Article 13, 2003 Convention).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In Bulgaria, good examples include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>National Committee of ICOMOS \u2013 Bulgaria;<\/li>\n\n\n\n<li>Bulgarian History Association;<\/li>\n\n\n\n<li>Balkan Heritage Foundation;<\/li>\n\n\n\n<li>NGO \u201cMeshtera \u2013 Traditional Knowledge and Crafts.\u201d<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These organizations ensure that safeguarding is not just a top-down effort, but a participatory and inclusive process.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Innovation Strategies and Funding Frameworks<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Bulgaria\u2019s\u00a0Innovation Strategy for Smart Specialisation (ISSS) 2021\u20132027\u00a0integrates ICH within broader innovation and economic policies. It supports:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Digitalization of cultural heritage<\/strong>&nbsp;(archives, virtual museums);<\/li>\n\n\n\n<li><strong>Innovative products and services<\/strong>&nbsp;(tourism, education, cultural experiences);<\/li>\n\n\n\n<li><strong>Creative industries<\/strong>&nbsp;(crafts, folklore, design).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Financing is provided through programs like:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Competitiveness and Innovation in Enterprises (CIEP)<\/em>;<\/li>\n\n\n\n<li><em>Research, Innovation and Digitalization for Smart Transformation (RIDST).<\/em><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This alignment demonstrates how cultural heritage can be positioned as a driver for\u00a0sustainability, local development, and competitiveness.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. Collaboration Strategies<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Effective safeguarding requires\u00a0multilevel collaboration:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>State agencies<\/strong>&nbsp;provide resources, expertise, and institutional frameworks (e.g., advisory boards, working groups, cultural development strategies).<\/li>\n\n\n\n<li><strong>NGOs<\/strong>&nbsp;engage directly with communities, facilitate documentation, and promote exchange of practices.<\/li>\n\n\n\n<li><strong>Private donors<\/strong>&nbsp;can be mobilized through tailored sponsorship proposals, backed by transparency and accountability.<\/li>\n\n\n\n<li><strong>Communities<\/strong>&nbsp;remain central, actively engaged in transmitting knowledge, organizing festivals, and promoting their identity.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Regional cooperation\u00a0further strengthens this effort. Bulgaria participates in initiatives like:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Council of Ministers of Culture of Southeast Europe;<\/li>\n\n\n\n<li>Black Sea Economic Cooperation;<\/li>\n\n\n\n<li>International Foundation \u201cForum of Slavic Cultures\u201d;<\/li>\n\n\n\n<li>Danube Cooperation;<\/li>\n\n\n\n<li>17+1 Initiative;<\/li>\n\n\n\n<li>EU\u2019s Network of Cultural Institutes.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These partnerships provide untapped potential for expanding cultural exchanges and building sustainable safeguarding models.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Case Study: Koprivshtica Festival<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The\u00a0Koprivshtica Festival\u00a0is one of the most emblematic celebrations of Bulgarian folklore. Its safeguarding and promotion illustrate how collaboration among NGOs, state agencies, and local communities can ensure the survival of traditional music, dance, and crafts.
